    on public health issues, Non governmental organizations have had been providing aid and the country may be seen as relying on this aid. Where a country suffers economically and public  health is effected then the impact is not universal, there are certain groups of individuals which may not be treated equally. Those who suffer tend to be women and children;  they have fewer economic resources and less access to healthcare facilities, especially if they are in rural areas (Perry et al, 2007). Budget cuts often target the areas where there  is the least political power. The aim of this research is to assess whether there is a shortfall in the public health services in Haiti and to identify where there  are shortfalls that need to be dealt with as priorities in terms of political policy. This will be assessed by first looking at the big picture in terms of public  health and then consider the way that the weaker groups are have been treated in similar countries as well as Haiti. This will lead to the development of a methodology  to assess the shortfalls in healthcare for those with a lesser voice. 2. Literature Review To consider public health issues we heed  to start by looking at models of health. Health is seen and defined as the way the physical, mental and social beings are maintained, this is not just through disease  or infirmity (World Health Organisation, 2005). Moreover, public health is seen as the practice and study of protecting and improving the communitys health by the use of preventive medicine, health  education, controlling diseases that are easily communicated, applying sanitation methods and finally environmental hazards monitoring (Haralambos and Holborn, 2004) There are different models
