A key aspect of  solving problems is not only identifying that a problem exists, but looking at the questions which may be asked in order to help find resolutions. It has been argued that  asking the right questions has the ability to be empowering, it may remove burdens and blame and create a positive environment in which there is the ability to think free  of former constraints and support innovative thinking. The process of looking for solutions is reliant on the right questions being asked; which can be difficult aspect of any wicked  problem to begin with. When identifying the most suitable questions to be asked there is a great benefit of referring to empirical research and existing theory, as this will help  to give insight into the potential influences in any particular scenario. For example, when considering the aspect of communication, theory indicates that there are a number of ways in which  communication may fail. The failure may be the result of the communicator, not sending out the right messages, there is also the potential for the failure to be the result  of the medium, where the message does not reach the intended audience. Effective communication also requires effective decoding, so that the receiver understands the same messages are sent out by  the sender. If investigating poor communication, rather than asking people simply employees and managers why they think that communication poor, and looking at the results, the existing communication theory will  provide a framework which will help frame questions which will provide a greater level of direction (Smith, 1997).
