It exists when one  group believes they are superior to another group, which has been a very common belief in the history of civilizataoin. Racism is expressed in numerous different ways, such  as: Unwelcome remarks, insulting jokes, name-calling (The BC Human Rights Commission, nd). * Insulting pictures, drawings, signs or newspaper articles (The BC Human Rights Commission, nd). * Denial of services  (The BC Human Rights Commission, nd). * Leering, constant staring or other gestures (The BC Human Rights Commission, nd). * Verbal abuse or threats (The BC Human Rights Commission, nd).  * Physical assault (Catholic Fund for Overseas Development, nd). * Not hiring or promoting someone (The BC Human Rights Commission, nd). One example of racism: an Arab individual goes to  look at an apartment that is advertised for rent (The BC Human Rights Commission, nd). When the owner or manager sees the person, he says that it is already rented  (The BC Human Rights Commission, nd). Fillmore charges there is a new racism today. Fillmore says: "The goal of a truly united, multicultural society does not look like anything we  are going to achieve soon, given the grim social reality we currently face with respect to that diversity" (1997, p.119). The new racism that Fillmore refers to is one  that is seen in the changes in welfare legislation, the laws designed to deny rights and services to undocumented immigrants, including educational services. In other words, the new racism is  one that is fostered in the laws of different states (Fillmore, 1997). Racism is the cause of discrimination. One of the most highly publicized cases of racism
