A questionnaire has been used to establish that this is caused  by a lack or recognition, personalisation and communication. This means that there is the need for a culture change in order to increase motivation levels and make staff feel valued,  resulting in higher retention levels and making it easier to recruit staff. A new PCT such as Kensington and  Chelsea Primary care NHS Trust inherits many problems as well as many good staff. Ere are staff shortages moral is low, the changes create uncertainty and undermine the confidence the  employees have in the system and retain rates also decrease. The project has the purpose discovering what factors may be pertinent to the recruitment and retention of staff. This will  be undertaken initially with a questionnaire that will be circulated to the heads of department and other key staff. The questionnaire will be limited to only ten questions to ensure  that it is not a chore to complete. To make the most of this research opportunity there will be a mixture of  open and closed questions. As there is a limited number of respondents and the importance of the topic means that the open questions are very important as it is qualitative  rather than quantitative information that is needed. To develop the questionnaire need to consider the way in which employees may be motivated and
