to an organization rather than as investment (Snow, 2009). However, for any firm to meets its operational goals there is likely to be as high level of reliance placed on
staff; this is true for organizations, regardless of whether the stuff operate machinery in a production facility, or working within a service environment. In both instances employees require the relevant
skills in order to undertake their tasks. In the service industry the way in which service is provided as a result of staff skills and attitudes, as well as motivation,
is likely to be more transparent than the impact of training development within production industries. A number of studies have indicated that training and development can have an impact on
the way that services delivered, enhancing service levels and increasing customer satisfaction, with arguments that training and development should be seen as an investment rather than a cost. In many
instances the basis of the study is theoretical, or based on case studies in other countries or other cultures. Therefore, it is necessary to consider the potential impact of training
and development in a more specific context; to assess the way that training development in the real, rather than the idealized situation, will impact on the level of service delivery
