and addressing the multitude of needs that face these institutions today. The following discussion addresses this topic through the perspective of specific aspects of project planning and implementation. These  categories pay particular attention to the relationship between project planning and experience. Role of experience in developing a Work Breakdown Structure (WBS) Scheduling is one of the principal responsibilities  of a project manager (Tomayko, 2001). A good schedule should be comprehensible and detailed; clear as to critical tasks; flexible; reliable; cognizant of resources; and compatible with competing plans (Tomayko,  2001). In order to create such a schedule, the project manager just define requirements, create a work breakdown structure, sequence activities, estimate the length of activities, adjust the schedule according  to time constraints, and also adjust the schedule according to resource constraints (Tomayko 2001). In teaching the student how to identify the tasks for a success work breakdown structure,  Tomayko asks the student to imagine how to successful breakdown a simple project - a family picnic., as this seemingly trivial example reveals a great deal about identifying tasks and  ordering them. As this exercise illustrates, the "project manager" for the picnic must consider the items for the menu, whether or not there is a grill at the picnic  grounds, transportation available, which member of the family is responsible for which task, etc. The point being that even for such a simple "project," planning can make all the differences  between success and failure, and a work breakdown structure helps keep clear what is needed and who is providing it. Also, this small demonstration of work breakdown structure illustrates  a fundamental truth about this activity, which is that it is a skill that will improve with practice. While a project manager can know on an intellectual level how to
