    organization and externally with the public and emergency personnel. Since the introduction of the plan several processes have been implemented which have seen the conception of this plan. Within the  organization, several communication channels have been introduced such as the new conflict management program called the Alternative Dispute Resolution (ADR) Project which has created an open and interactive dispute process  replacing the slower grievance submission process. Internally, the Review Committee is also responsible for making sure communication and reporting procedures within the organization run smoothly. Externally, several new programs have  been introduced to improve communications such as the Commission for Public Complaints Against the RCMP and the formation of new technologies which include the Wide-Area Radio Network allowing direct communication  links between the RCMP, fire and emergency personnel services. In 1998, the Solicitor General of Canada and the RCMP External Review Committee reported  on the Plans and Priorities regarding the management, organization and communication issues relevant to the RCMP. Part of the reason for the formation of this annual review which start in  1986 was to make sure that the communication channels involving the management of the RCMP were kept open and active due to the fact that 17,000 members of the RCMP  are not unionized and therefore needed fair representation to provide civilian oversight in regards to labor relations and other matters (Solicitor, 1998). Communication levels within the RCMP include those in  regards to communication within the organization, communication between the RCMP and the Solicitor General, and communication between the RCMP and the public. Within the organization, one of the main communication  initiatives which has been undertaken is the adoption of the Alternative Dispute Resolution (ADR) Project aimed at moving conflict management toward a more open and interactive approach and not command
