    order for a student to truly appreciate the culture and mind set of a people and nationality, an understanding of their regional morays are also applicable. However, that being said,  one has to have a moral framework to draw upon and with which to provide comparison to varying cultures. So, it comes down to this: Can the social studies teacher  present the morality of a culture without first determining a basic moral framework for the class? Robert Gutierrez, in his article, "Rekindlying Concerns over Moral Politics" states that it not  only behooves the student to become aware, but states that it is imperative to learn to work together in communal settings and that those students that master this have a  decisive advantage(Gutierrez, 2001). This cooperative learning, he fears, is being lost with the advent of so much technology that requires only a solitary person to operate it. "With less concern  for authority, he observes, norms of obligation to society and to its institutions have eroded to the point of being almost extinct"(Gutierrez, 2001, pp 113). In fact, it can be  said that an overwhelming majority of those who serve in the United States congress do so for a myriad of reasons, the least of which is service to ones community  or world. This self serving attitude is what Gutierrez suggests the classroom teacher strive to stem. He sees the soaring crime rates, and most of the worlds ills as  being firmly rooted in this self gratification theme. If society could return to a more communal outlook, a true bio-diverse entity, he feels, then that there might be some reduction  criminal behavior. Many statistics are quoted which support that the numbers of criminal mischief and even capital crimes have been on the upswing among those between the ages of 12-17
