points out that when the public reads news stories such as the very recent fact that Duke University (Durham, NC) computer science researchers have discovered that, using an experimental computer,
they could "crack" in under four hours the encryption that protects credit-card account numbers on the Internet, it reinforces very serious concerns about the Internet as a safe way to
do any sort of business. Of course, when any vulnerability or a sense of lack of control invades the consciousness of the modern
American, the "logical" response is to design a solution that serves the needs and concerns of all involved parties. Consumers want to assure that their credit card numbers do
not fall into the hands of crooks. Vendors want to assure that they are paid for their services and products without concerns relating to credit card fraud. And certainly,
the financial institutions issuing the credit cards and lines of credit want to assure that their customers accounts are not inappropriately accessed. All
aspects of the security situation must be considered in order to assure that the Internet evolves into a truly functional and trusted means of commerce. Without such security measures, the
