    The existence of social services programs provides only the beginning point for service delivery. Public budgets are such that programs are being increasingly limited in their ability to serve  all of those individuals who could benefit from them. The purpose here is to assess the program managers attitudes and use of language in extending program access to those  in need of program services. Definition of Terms Manager. This is the individual ultimately accountable for service utilization.  Consultation. This is the process by which managers assess individual cases and social workers requests for services use. Service  User. This is the individual - such as the youth offender or youths parent - that serves as the focus of service programs efforts. Humanism and Behaviorism  In social psychology, the social worker may encourage an alcoholics family to seek humanistic self-improvement while addressing his/her own efforts to the alcoholic. It  is the alcoholics behavior that needs to change, as well as that of family members in their reactions - and codependency - to the alcoholics behavioral issues (Davies, 1997).  In this context, both approaches have relevance to social psychology within social work. The most commonly used is cognitive-behavioral therapy in that it  is the approach that is most direct in altering behavior that is problematic. Once behavior has been altered so that it is acceptable in the view of society -  the alcoholic ceases drinking, the child abuser finds other outlets for his frustration - then a humanistic approach can be of value in heightening self worth and self esteem.
