most areas, social workers are government employees gaining relatively small incomes in exchange for advanced degrees and several years of experience. These are not the population of "burger-flippers" who  may or may not show up for work when scheduled. The bottom line in situational theory is that leadership and management take different forms  according to the needs of the situation.
