    There is great disparity in the region of the South Pacific among nations economic rates of growth over the past 30 years. While some economies  such as that of Singapore officially have won mature status, others continue in varying stages of development. Papua New Guinea is one of the poorest countries of the region  and one that also suffers from inadequate health care in many respects. The Futures Foundation is considering granting $1 billion for a health promotion and health support program.  The purpose here is to consider the program in terms of functionalist, conflict and interactionist theory. Papua New Guinea Papua New Guinea has  been through many changes in recent years as the just-departed prime minister sought to modernize the economy and infrastructure. Though the country has made progress and continues to do  so, it is apparent that significant progress in providing adequate health care for all of Papua New Guineas citizens will require extensive outside assistance. Even though the people have  made gains in recent years, more than 85 percent of the population practices subsistence farming; per capita GDP is only $2,400; and in 2002 37 percent of the population lived  below the poverty line (Papua New Guinea, 2006). The people are in need of better health care and better health care delivery. The birth rate in 2005 was  29.95 births/1,000 population; the death rate during the same year was 7.37 deaths/1,000 population (Papua New Guinea, 2006). Infant mortality is extremely high at 51.45 deaths/1,000 live births (Papua  New Guinea, 2006). In addition to these public health problems, the degree of risk of contracting a major infectious disease is very high
