month and the company are no prepared to allow this to continue. George has an ethical dilemma either to mislead the authorities so that the high level of emission can
continue, or to be honest which will result in the closure of the plant. To keep the plant open George can adjust the cleaning schedule so that when the
inspectors take their measurements it appears that the plants are operating within the guidelines. This would result in the emission remaining over the limits for most of the time and
the misleading of the authorise. This is an action that is already being undertaken elsewhere. The alternative is to be honest and refuse to fix the schedule to mislead
the inspectors. Being honest will result in the closure and relocation of the plant to an area where there are not the same regulations on emissions, this will cost the
community many jobs putting friends and family out of work knowing that the emission are going to carry on with the government in that area, only fifteen miles down the
road, accepting that level of emission as long as the plant is staffed only by Mexican workers. Bill, Georgess senior, has given George the option, to ensure the plant
is seen to comply with the EPA guidelines by adjusting the cleaning schedule, or to be honesty and cause the plant closure. George is the decision maker, but the stakeholders
