    warfare, it is useful to look briefly at the way that logistics itself has developed from earlier forms of strategy and tactics, and how the development of such elements as  transportation and technology have influenced modern logistics. As Rose (2002) points out, historically there has been a distinction drawn between strategy and tactics, particularly in the way that theory and  practice of warfare are considered to be two separate categories. Strategy, for instance, is  primarily concerned with preparation and planning, and the way that campaigns are directed. Tactics, on the other hand, deals mainly with the execution of such plans in the field, and  the way that troops are handled in practice. Strategy relates to the planning which takes place before the battle takes place, whilst tactics refers to the course of the battle  itself. However, as Rose also notes, during the 19th and 20th century military strategy became more closely linked with national strategy, which meant that such forward planning also incorporated such  elements as political and economic influences, and technological advances, all of which were seen as both part of national and military planning.  Consequently, the spectrum of strategy and tactics became much broader, with at one end high strategy (involving national  resources and policies being utilised to achieve the aims of the war) and at the other, minor tactics which delineated the movements of smaller units actually engaged in combat. Within  this broad spectrum could be seen all other aspects both of planning and execution, and there was no longer such a strict divide between the two categories. According to Rose,
