of people. It was a horrendous event and something that caused not only the U.S. to weep, but the world to wonder what has become of humanity. Who would do  something like that? There is no good reason to kill anyone, but killing thousands is a tragedy and one can also think of it as a war. Of course, terrorism  and war are different things, but they are inextricable. Terrorists work to promote an agenda whereas governments goals are broader. Generally, governments want a peaceful conclusion with the least amount  of bloodshed whereas terrorists want to gain the most shock value and publicity from an act. They do not care if they injure innocent bystanders whereas government tries to engage  in war with respect to conventions. In other words, wars are fought with rules. They are not just haphazard events. War must be declared. Often, the other side is warned.  Terrorism is vastly different than conventional war in many ways and terrorists do not give warnings and do not make overt plans. Rather, their tactics include elements of surprise. Many  are willing to give their lives for the cause. This concept was exemplified in the 1998 film The Siege but is also seen around the world in real life, such  as the September 11th events prove. By having members who are willing to give up their lives, terrorists have a tactical advantageous over those who engage in ordinary war  games. But interestingly, although there are significant differences between terrorists and war mongers, there are similarities as well. It is because of these similarities--both are willing to kill for their  cause, both use weapons, both use strategic planning--that the war on terrorism is appropriate.
