The production and trade has changed as a result of both the development and proliferation of technology, changes in the political environment, form the end of the cold war  to the increased awareness of terrorism threats, and also due to the pressure that is paced on governments by the electorate. The end of the cold ear meant that there  ware changes in the way weapons were developed and then deployed, The cold war had created an arms race, there was the need to develop more and faster, motivated by  fear of being left behind and the enemy gaining a military advantage. Weapons at this stage were seen as a divers range of tool, not only the traditional explosives, but  also biological weapons and nuclear weapons. There were several agreements that were signed on the development and proliferation of weapons of mass destruction.  The most important change that would bring abut the end of the Cold War had been the fall of the former Soviet Union. This destroyed the former political frame  work that had supported the cold war. Whilst the Soviet Union was a large influence on policy there was a large threat, with the dissolution following the revolution the  communist threat subsided with a range of smaller countries, which were disjoined and cold not be seen as posing such a significant risk mean that there was time for a  change. We can argue that the relationship between the USSR and the US had been thawing, there and been more dialogue prior  to the fall of communism. However, at the fall there was a large change. This meant the attitude changed,. To begin with the former USSR countries were no longer seen
