    In the text, it is relayed that most department heads will only become as big as they are allowed by the president, the bureaucracy and the Congress. Clearly, much depends  upon party affiliation and who controls the Congress, who is in office and so forth. At the same time, certain bureaucratic dictates will put a hold on power as well.  The text goes on to describe the organizational structure within the agency. Of course, most citizens of the United States have learned much of this in grammar school. At  the same time, the author relays specifics that many people do not know, such as the fact that the Secretary of the Treasury is obligated to play the part of  a "sound" money man. Cabinet members and their roles are discussed as well. In the context of this discussion, the president is at the top, and they would have had  to be elected in most cases. Of course, in some cases, such as when there is an assassination--Kennedy was shot so Johnson stepped in--or in the case of resignation as  when Nixon resigned, the president is not elected exactly. Of course, the president in such instances is often the Vice President. If something happens to the Vice President, then the  Speaker of the House becomes president. There is a list or a chain of command that is followed precisely. The position one has in the hierarchy matters. The President  has powers that have been given to him via the Constitution. In fact, the system of checks and balances provides different powers to different people in the hierarchy. First, it  should be noted that the United States Government is formed by three separate parts of the national government which are the executive, the legislative and the judicial branches. The
