    Although there is seemingly a good balance--in part thanks to the great compromise that rendered state representation by both population and state status--it does seem that over the years, the  federal government has become more and more powerful. In fact, Republicans often complain about that fact and contend that things are best left in the hands of the people. In  other words, greater local control is synonymous with a running of the government by the people. Allowing the federal government to get too big means that this representative democracy will  eventually no longer represent the true wishes of the people. How could it? It would be too far removed from the little guy. In looking at the expanse of federal  power, one has to wonder what its causes and consequences are. First, it seems that the causes are found in two realms. One reason why the federal government has become  more powerful is that it is in control of the military and is responsible for all foreign policy. Hence, with international conflicts a norm--something that was not really the case  in the nineteenth century--it is no wonder that the federal government has seized more power. Another reason is that economic conditions prompt the federal government to take action in order  to help people make money. These seem to be rather insignificant issues, or issues that appear on the periphery, but nothing could be further from the truth. One only has  to look at conditions today to see such things materialize. For example, as the U.S. embarks on another Gulf War, the people turn their attention to what the country is  doing as a whole. Similarly, the recession that is tweaked by the Fed is the focus of attention. People worry about their sons going off to war, being attacked by
