    dominate the local loop? The relationship between broadcasting and telecommunications hinges upon how these questions are likely to be answered. The regulatory strategies now being formed and put  in place will determine how these scenarios will develop. The United Kingdom is in the unenviable position of being in the process of deregulating telecommunications through a process of  regulatory legislation. At the present time, wireless telecommunications is the most promising of the alternatives for future development in broadcast. In terms of telecommunications, the predetermined elements  are the state of the technology and the current path of development; the critical uncertainties are the unforeseen developments that may render the current paths obsolete. The interconnection of  telecommunications and broadcast are, seemingly, inevitable if viewed through the development of market regulation. The answer to these problems has been delivered via the broadband spectrum and the development  of mobile telephone technology - all of which has developed from the increasing popularity of the Internet and the move toward globalization. Globalization has been recognized on many levels, one  of which is the social and political cohesion of disparate countries through common economic and technological goals. Computerization and the emerging information highway has metamorphosed the global economy.  Globalization evolved from the idea of interoperability, beginning with the growth of the Internet and expanding into externalities that are focused on improving community access as well as business marketability  (Gupta, et al, 1999). The major obstacle to broadband technology as the major force in telecommunications and broadcasting has been the lack of efficient regulation. Roger Sherman  (2001), explains that "market regulation is accomplished both by competition and by external government agencies, and the trend is toward greater reliance on competition. Economists have fostered this trend
