    did not have that in mind exactly. Rather, the Framers fought one another, each wanting the federal government to be either larger or smaller. In the end, there was a  compromise which is why there are two Senators from every state but the number of Congressmen vary by population. This way, states are represented equally in some ways, but in  others by their size. That is simply one part of the compromise. While the compromise was supposed to yield a tightly knit country, where states would help one another  and there would be harmony between state and federal governments, that has only occurred to an extent. For the most part, there is fragmentation. There is disharmony. An example is  that while the nation has been trying to provide equal education throughout the nation, school districts differ immensely. Rich school districts are able to support stellar programs, and hire good  teachers whereas children growing up in the inner cities suffer. The education problem is largely one of fragmentation and while remedies have been proposed for quite some time, including voucher  programs, most every school district in the nation lags behind the business world. Another example of how the nation is fragmented and decentralized is the fact that politically, regions are  significantly divided, so much so that election outcomes can be predicted way in advance. Is this what the Framers wanted? What is the Republican form of government anyway? Historically, the  term Republic refers to a government where the sovereign holds the authority granted by the people and ruled according to law (Acker, 1999). The dictionary definition on the other  hand says that a republic is a government of elected representatives (1999). In either event, the republican form of government is based on leadership that relies on the people. The
