    and issues put the foster care system and the foster parents in peril. Recruitment of foster homes is down while more and more children need placements. Many children requiring foster  care come from abusive situations and find themselves in equally abusive environments when placed in a foster home. This can be partially blamed on the fact that financial incentives are  quite often one of the major factors that individuals and agencies agree to take the children. In addition, foster care children have a higher degree of physical and mental health  care issues and until recently, little has been done to combat this and educate and support the foster parents on health care for their foster children. Foster children show a  higher likelihood in being returned home if they have close contact with their original parents, unless abusive, and the neighborhoods and schools in their area. Because of the increase in  foster placements needed, children are being displaced from their families and siblings. To combat this increase, communities are coming up with innovative programs to build middle-class spacious group homes for  foster children and hiring public relations firms to educate the public about foster parenting. Child Protection laws in Foster Care Child  protection laws first came into the foster care and legal system in 1874 when it was found that Mary Ellen, a child ward of the state of New York was  found to be severely abused. Etta Wheeler, a church caseworker was determined to release Mary Ellen from her life of abuse but found there was no assistance from law enforcement  or charitable organizations. Finally, Wheeler approached the American Society of the Prevention of the Cruelty to Animals, since Mary Ellen was an animal, in desperation. Mary Ellen was removed from
