As such, programs were developed which addressed the particular rights of women, their basic needs and how various programs could be created to counteract centuries of abuse and traditional  neglect. WOMEN IN DEVELOPMENT (APPROACHES/POLICIES) The Women in Development Operating Policy originated as a program designed to reinforce the agenda of Bank-supported, beneficiary-oriented policies and projects(WID 2003). Women in  Development (WID) has as its main objective the endeavor of identifying key areas and issues in which womens participation could be increased or greater access to benefits made possible to  women. One of the main reasons that WID was developed was that it was determined that any community which only utilizes half of its workforce is not being  efficient. The community, however, which utilizes all of its available sources, including human resources, has a greater percentage of economic success. However, this policy also realizes that the primary care  of young children will fall to women and as such they have tailored the workforce for women to include childcare provisions. Women in Development programs stress immediate job placement as  well as training and education. During the last decade, the critical role of women in the development process has increasingly been recognized, and as such WID seeks to encourage womens  participation, not only as beneficiaries, but as active participants on every level, including decision making. Many womens organizations also espouse the same goals as WID, such as USAID. USAID  develops research agendas in many varied sectors, including economic, education, legal and property rights, political rights, violence against women, and works tirelessly against the trafficking in women(WID 2003). The Harvard  Institute of International Development has also been instrumental in working for womens reproductive rights in many nations around the world.
