    The Administration for the Children and Families (ACF)  is a part of the Department of Health and Human Services in the USA and as such, is concerned with federal initiatives which are intended to improve the social and  economic status of children, families, and communities. The programmes which are developed and run by the ACF have a number of objectives with regard to the furtherance of individual and  community growth. For example,  they promote the increased empowerment of families and individuals, support the growth of communities and liaise between different social and cultural groups and organisations to improve services. The way in  which welfare services are organised and implemented has changed and developed considerably over the past thirty years, and consequently there have been some changes both in the aims of such  programmes and also the way in which they are put into practice in different areas. Currently, for example, the ACF is implementing the Temporary Assistance for Needy  Families programme (TANF) which replaces earlier welfare systems and is intended to encourage those in receipt of benefit to return to work.  After two years on assistance, welfare recipients have to find work,  or undergo training or work experience: there are very few exceptions to this. Single parents with young children who cannot find child care, however, may be allowed to continue claiming
