    should be dismantled completely, it is quite obvious that some form of welfare is needed if we are to keep some sort of lid on poverty. Sometimes people need financial  assistance, for one reason or another, and while some may abuse the welfare system, the point is that a great deal of people on the system truly do need it.  However, at the same time the country does not wish to see people rely on the system, refraining from getting work for a variety of reasons. The system wants to  help people get off the welfare program and become productive citizens of the society. This was the main focus for the state of Wisconsin who, several years ago, implemented a  system known as Wisconsin Works (W-2). In the following paper we examine this approach, first discussing reasons for implementation, then discussing how this program works differently than previous work welfare  programs. The paper then examines the effectiveness of the program. Implementation As mentioned, welfare programs have, to one degree or another, worked to make recipients productive members of  society. The reason that many work programs are implemented in the welfare system is so that the recipients can get experience, find solid work, and essentially raise their families on  their own, without the help of the welfare system. In Wisconsin the work program approached the problem from a different direction. They required that all welfare recipients work 30 hrs  a week if they wished to receive a welfare check. The program insisted that anyone applying for welfare agree to the program for 2 years. At the end of the  two years the recipient is let go, so to speak. With two solid years of work behind them, work that was paid in the form of the welfare check, the
