    issue for many years. The public perception is often clouded by biased newspaper reporting and the use of the topic as politic ammunition. However, this has been an ongoing concern  in the European Union as a result of which on the 27th January 2003 Council Directive 2003/9/EC came into force. This document lays down the minimum standards for the reception  of asylum seekers. The general need for a uniform policy, even if not seen in terms of uniform practice, may be consistent with the political and social policies that are  seen within the EU in general. The need for freedom and respect for life are general tenants of the way in which the EU has been pout together. These tenants  are included in the 2002 document that is the draft Constitutional Treaty for the European Union. It may be argued that Council Directive 2003/9/EC builds in these ideas that are  contained in article 2 of the draft Constitutional Treaty. If this argument is to be examined the first aspect has to be a consideration of article 2 in order  to understand the meaning and context of the article and also how it would be possible to build on this. After the foundation is examined then the directive can be  considered in this context. Article 2 may be seen as important, it is the first article following that which outlines the reasons for the instigation of the European Union.  The values of the union are outlined here, which include "human dignity, fundamental rights, democracy, the rule of law, tolerance, respect for obligations and for international law" (Dashwood et al,  2002). The main principle of the European Union is that it is built on democracy and the respect for life, this is seen in the formation documents, and is
