    was actually considered a national hero as he led a volunteer cavalry unit during the Battle for Cubas San Juan Heights during 1898 (2001). There were in fact twenty-eight people  involved in the Santiago Campaign who did receive Medals of Honor but Roosevelt did not (2001). Some wonder whether or not he deserved the award (2001). Some  query why he never received one. There is speculation that there was friction between the colonel and the War Department as he had criticized the department in a letter  (2001). In any event, Roosevelt did not let the lack of medal affect his career and he went on to become governor of New York, vice president of the  United States and then finally president (Techky, 2001). And while the medal controversy was buried as far as he was concerned, one hundred years after the Battle for San Juan  Heights, he was awarded the honor posthumously (2001). During a ceremony at the White House the award was presented in front of a painting of Roosevelt in battledress by President  Clinton (2001). Today, many presidents are not heroes. Some are of course, but the cries in politics is that one candidate or another somehow was able to get out  of the war on a technicality. War records are important and Teddy Roosevelt was as fierce in the boardroom as he was on the battle field. Many believe he was  a great president. Who was this man who finally received what many believe is a well deserved award after a century had gone by? What kind of president was he  and how have his politics affected the United States? II.
