    best value is gained form the use of existing resources and the creation of the new resource. In the case given by the student Leeds Metropolitan University (LMU) has developed  a new Learning Centre. There will have been many consideration when this was first planned and the plans were developed. This development and evaluation of the plans will have taken  place in such a manner that the best value will have been calculated. The first stage of any development is to identify the decision makers and also to specify  the requirements that were underlying the development of the learning centre. These will be wide ranging including staff, student and general maintenance needs. For each of the needs there  will be various options that can be used, with some satisfying some needs whilst contradicting others (H M Treasury, 1996). For example, to keep lighting bills low and give a  good appearance a glass facia may be desirable, however, this may also create higher levels of heat loss; increasing running cost. Therefore, the different options will need to be evaluated  after the needs and options have been identified (H M Treasury, 1996). In we look at figure one this may be seen as indicating some of the different needs  that are in place to the different users that will be considered as important by the decisions makers. Each of these needs will then be weighted in order to give  it a value that can be used when considering the different options that may be available (H M Treasury, 1996).  This is the list of requirements and needs. This does not include the actual needs for the equipment inside once the centre has been built. These needs encompass the indicated
