"Developing an expert system involves combining efforts of the expert, knowledge engineer, system programmer and end user. Collaboration and compromise are essential to the development  of a successful expert system. Each participant may have discreet and independent methods of problem solving; developing an expert system utilizing the know-how of each member of the team  starts with identifying the problem to be solved. After singling out the specific character of the problem, an evaluation of the suitability of the idea should be carried out.  Next, the team needs to list resources needed to develop the system and match resources to the scope of the project. The team then has to examine the  projects definition and scope relative to an adequate amount of resources, and develop a specific definition and set of goals for the project" (Ntuen, 1991, p. 33).
