Daniel  Patrick Moynihan, has long argued that the CIA is gravely flawed, and it has outlived its usefulness. Considering the current political curb on federal spending, Senator Moynihan may have a  point. Intelligence budgets tripled between 1980 and 1990. During the final decade of the Cold War, intelligence agencies enlisted the aid of a broad group of analysts and officers whose  still remain with the Agency. Now what drives financial requests is an insistence for ever-more sophisticated-and expensive "technical collection systems" (Prados). CIA Bill Clintons administration came to Washington at a  time when the nature of the challenges faced by the United States was changing. The country has been forced to confront a pattern of international relationships that differ from the  pattern of the past. President Clintons rhetoric during the 1992 electoral campaign recognized these developments, and yet, it is still important to consider how these new attitudes may influence administration  policy.
