Salancik, 1978, p. 2). The organizations Pfeffer and Salancik refer to are not just community
based organizations (CBOs). They are government organizations like local law enforcement and stand and federal governments. The success of one organization depends on the success of another. When the funding
for social service programs disappears in California, all that can happen is that the money will be moved around to other organizations like law enforcement and criminal justice, just as
it has been in Arizona. It will not reduce debt in the long run. The reason is that some social services are
absolutely required to maintain the infrastructure and health of the community. They may appear to be special interest grants, but in fact, they are preventative programs that help people assimilate
into the community and produce revenue. Arizona is finding this out now and yet Governor Schwarzenegger continues to follow the Arizona program. It is a dangerous to cut social service
programs. California is setting itself up for a police state. Background The California deficit was
caused by many things, including responding to a number of weather-related emergencies. State and federal funds saved thousands of private homes from fire as much as they created an environment
