the problems plaguing the hospital. Certain patients at Faith have refused certain medical services, while certain staff members have refused to give certain medical services with both groups taking
such action because of their religious beliefs. This problem of coordinating religious scruples with hospital policy also is affected by those staffers who believe in the right of the patient
to elect to die with dignity, which is diametrically opposed to the staff who firmly believe that it is the hospitals obligation to do everything possible to maintain life. In
conjunction with this, some residents are ordering exams for patients who are terminally ill. But this behavior contrasts sharply with those staffers who refuse service for bleeding patients until the
patient receives HIV clearance. Another aspect of ethical issues that are plaguing this institution have to do with ongoing problem of health insurance, and how this impacts hospital resources.
While the pharmacist is filling uninsured prescriptions by accepting payments in installments, and two hospitals counselors are treating patients pro bono, other staffers have refused to treat uninsured patients because
they fear for the fiscal integrity of their employer. Added to these ethical problems, Faith Hospital does face financial problems. During the past years the patient population for Faith
has decreased 7 percent, which impacts the hospital heavily because of the large percentage of fixed costs. If all factors remain even, the hospital will have to reduce costs by
15 percent during the next year just to break even. Therefore, it is imperative that the hospital staff devise methods for increasing efficiency so a greater patient population can be
