    It is evident from the way in which the case study is structured that what is required is not necessarily a series of specific solutions to the problems presented,  but rather an identification of the different problems, the way in which they are inter-related, and suggestions for the way in which they can be prioritised and possible ways of  tackling them offered.  It is apparent that whilst there is a degree of common purpose amongst the staff at the hospital, in the sense that they agree that good and  effective patient care is a priority, the way in which this is to be implemented varies from department to department, and in some cases from individual to individual. It would  therefore be helpful to decide which of the issues presented by the CEO are, in fact, genuine problems and in what order they should be dealt with in terms of  their respective urgency. According  to the CEOs statement, the difficulties which the hospital is experiencing can be divided into two main but overlapping categories: financial losses, and the lack of unified policies amongst the  staff in their approach both to their own professional responsibilities and to the patients. The CEO makes the point, for example, that a considerable percentage of the hospitals outgoings are  fixed costs: this means that overheads remain the same no matter how many patients are treated. Since the patient population has dropped, the cost per capita has increased from $217
