    effect, the United States Government is formed by three separate parts of the national government which are the executive, the legislative and the judicial branches. The constitution gives broad  powers to each and at the same time controls abuse of power by any one branch with a system of checks and balances. This system allows each branch to  participate in and check the affairs of the other two branches. While these checks and balances were initiated by the United States Constitution there have been many controversies and  much discussion throughout the nations development. Perhaps the greatest controversy concerns the executive branch. The president has a great deal of power. He can veto a bill and prevent it  from becoming a law, at least for a time. He is also the commander in chief and during times of crisis there are often criticisms that the President is not  abiding by the system that prohibits him from gaining too much control. The fear was that one man, or administration, would become too powerful. What the Founders did not want  was another monarchy. In fact, the primary intent of the check on the president was to make sure his role did not become all encompassing. Thus, the presidency as well  as the man in the White House was to be under control and working in a particular paradigm set up by the Constitution. How can the President abuse power? Where  are there conflicts? First, a look at the Constitution itself will help to explain exactly what the presidents role should be. Article II states: "He shall have power, by and  with the advice and consent of the Senate, to make treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the advice and
