This is the simplistic explanation of the system and the paper delves more into the specifics  of the ordered message delivery. ORDERED MESSAGE DELIVERY With the onset of new technology bursting forth all the time sometimes certain aspects of the systems are hard put to  keep up with everything. There are times when the information is being delivered at such a fast pace that a bottleneck can occur in which the messaging cannot be  sent through fast enough, or in some cases the messaging code cannot be sent through in a timely and organized manner that can be utilized property by the software. "With  16 MHz processors and 10 Mbit/s Ethernet, the Ethernet was the bottleneck. Now, with 167 MHz processors and 100 Mbit/s Ethernet, the processors are the bottleneck. The processors must generate  sufficient data and the network interface cards must transfer data fast enough to utilize the capabilities of the medium" (Melliar-Smith and Moser 1997, PG). Not only does this create problems  all the way down the line but it is a costly and time-wasting error. There is a faction of message loss as well as the need for retransmission that  adds to the overhead of the messaging system. "The primary cause for message loss is input buffer overflow, which can be avoided by the use of good flow control.  In wide-area networks (WANs), congestion control, coupled with intelligent packet routing, avoids message loss and provides high message throughput" (Melliar-Smith and Moser 1997, PG).
