Bush created the Office of Homeland Security shortly after the initial shock of the September 11 terrorist attacks began to subside slightly. Pennsylvania governor Tom Ridge had been involved  in early recovery efforts and maintains ideology compatible with that of the Bush administration. President Bush named Governor Ridge to head the office.  Neither Bush nor Ridge believed at the time that a separate government department would be necessary, that everything that needed to be addressed could be coordinated through the newly-created  Office of Homeland Security (McCutcheon, 2001).
