Some also  worry about the third world countries who continue to struggle but that is not the only problem with globalization. A world wide recession is another fear. Perhaps what is most  at risk, are unknown economic factors. Since the extent to which globalization has existed since the nineties is unprecedented no one knows what the future will hold as a result.  This has, to a great extent, affected diplomacy. One can see this transition more clearly by evaluating how diplomacy had been conducted in past centuries and how it has manifested  in more recent times. Throughout the nineteenth century, Americans had been involved in European politics, and this is most obviously through the drawing of the continental  boundaries of the United States, something that began with the purchase of Louisiana from France in 1803 (Dunne, 2000). Still, there has been a general reluctance to become involved  in Europe and this was matched by a much greater readiness to shape events in Asia (2000). Having taken the lead in opening up first to China during the 1840s,  and then Japan and Korea later on, to American commerce, the US government had been keen to limit Japanese gains at the expense of China, something that followed the Sino-Japanese  War of 1894 -1895 (2000). Within a year of the formal conclusion of the Spanish-American War by the Treaty of Paris in 1898, Secretary of State John Hay issued what  had been called Open door notes, and this deprecated foreign commercial spheres of interest in China and formally committed the United States (2000).
