police, there were those who did believe in justice and in putting criminals behind bars. Many members of a public police force made friends among community residents and were familiar
sites within neighborhoods so that crimes could be averted. Of course, this took place during the days when the economy was primarily center around manufacturing of goods, rather than the
providing of services. In this day and age, the police uniform means a lot of things to a lot of people -
unfortunately, for many people, criminals in particular, respect does not necessarily number among those things. Part of the reason why public policing is not perceived as a strong prevention of
crime as it used to be is because of dwindling resources and less manpower that can be sacrificed for patrolling specific neighborhoods.
Another reason for the decline of public policing, or rather, the increase of private policing, centers around liability issues - if a policeman or policewoman ends up arresting a criminal,
and if that arrest is not conducted in a certain way or manner, the criminal can go free to commit the same crime yet again. As a result of laws
that seemingly benefit the criminal rather than society, one aspect of the changing role of public policing has been the perception of the state police department as a weakened entity.
Another thing this perception has done has involved the growth - or rebirth - of the concept of private policing. It is,
however, difficult to place the growth of private policing solely on the shoulders of a public police system that is not all that society could want. After all, private security
