    intent of the Second Amendment, these are both empirical questions. Furthermore, they can be answered independently. After examining the relevant evidence, some conclude that the Framers wanted to protect an  individuals right to keep a pistol in his home and that banning private possession of handguns would reduce homicides. Conversely, some decide that the Second Amendment has no bearing on  modern gun control laws and that firearm restrictions have no effect on crime. But such combinations are rare. In general, people who support the Second  Amendment dismiss gun control as ineffective, while people who support gun control dismiss the Second Amendment as obsolete. This pattern suggests that many of us arrive at a position on  gun control (for moral, philosophical, political, emotional, aesthetic, or other reasons) and then interpret evidence in light of it. Given the strong feelings on both sides of this controversy, we  should be wary of sweeping claims. The body of professional evidence that does exist objectively within this continuing controversy seems to state overwhelmingly that the actual, statistical effects of  gun control are ineffective at achieving the measures inherent goals of crime & violence reduction. In fact, many studies have objectively illustrated gun control as being a counterproductive measure.  There are currently more than 20,000 gun laws on the books in this country as of 1994. (Cottrol 11) Simultaneously 40 states assure their  citizens "the right to bear arms", and 22 of these are very explicit that this right includes a personal right. (Malcolm 53) What is wrong here given the obvious  disparity between these two bodies of legislation seemingly in contradiction to each other ?
