This 33 page paper discusses the Green Paper entitled "Teachers Meeting the Challenge of Change," which was announced by Britain's Secretary of Education and Employment in December 1998. The component that has caused the most controversy is a new pay structure for teachers that relates performance to pay increases. Student improvement would be an important factor in the performance related pay system. The paper discusses the parts of the Green Paper that relate to teacher pay, arguments for and against the proposal, an analysis, conclusions, recommendations, and an implementation plan.
