    With the advent of information systems projects and a whole host of other IT-related components, it has been suggested that a reinventing of government policy is in order -- at  least to some extent -- on account of these technological advancements. Applying this logic to the reformation of the Internal Revenue Service, the student will want to discuss the  ability for better and more effective communication, speedier service and the capacity to provide a friendlier approach to rectifying IRS concerns. II. REFORM INITIATIVES a. Organizational Reforms  Under the heading of organizational reforms, the student might readily surmise that leadership plays a significant role in reinventing the Internal Revenue Service through Information  Technology. Organizational components of any information system project is held together by effective leadership. It is important for the student to understand that in past discussions of what  defines true leadership amidst the Internal Revenue Service organizational culture and its management, there exist several problems with the overall concept, including the extent of ambiguity in relation to definition  and assessment. Nelson et al ponder how an effective leader chosen, and what the criteria are for choosing such. Does leadership truly influence organizational performance? How essential  is good leadership in relation to the performance of the group as a whole? These represent just some of the concerns industry experts have discussed as a means by  which to ascertain the true benefit of effective and enabling leadership. "Cause maps and social network analysis both use simple matrix techniques to represent organizational processes that are not  well described using traditional research tools. These approaches are particularly suited to operationalizing the concepts of organizational complexity and structure in a concrete, practical manner" (Nelson et al 379).
