International relations reflect the policies and politics of each nation, in other words, the international relations policies of  any nation will represent that nations basic value system as well as their basic philosophy about democracy, collaboration, and a plethora of other issues. According to Beavis, International Relations  Theory "entails the development of conceptual frameworks and theories to facilitate the understanding and explanation of events and phenomena in world politics, as well as the analysis and informing of  associated policies and practices" (2001). Beavis goes on to say that the field of International Relations theory began after World War I. The purpose was to avoid another world war  and to promote peace (Beavis, 2001). Given the conflicts and wars subsequent to World War I, those who established this theory and area of study did not succeed in avoiding  other massive state conflicts/wars. It was a noble goal, a lofty goal and it remains a valid goal today but as we have all witnessed, the study of these issues  has not led to peace in the world. As Beavis said: "today the scope and complexities of world politics demand an understanding of a much wider range of issues. Moreover,  new conceptual frameworks and theories are required to improve our understanding and assist in the development of better policies and practices" (2001). Perhaps this last is the reason for the  worlds inability to avoid mass conflicts - this is a very complex world in which we live and we simply do not understand the issues or the nuances of the  issues. Joseph S. Nye Jr. offered some insight into the conflicts between states. He noted that the cultural conflicts that have been so prevalent over the last quarter-century especially, occur
