Topic Proposal It has always been part of  the American judicial system that juvenile offenders could be transferred to adult court under a waiver system; however, beginning in the 1960s, the laws governing this process became less restrictive,  making it possible to prosecute an increasing number of juveniles as adults (Garberg and Libkuman, 2009). However, it remains debatable as to whether juvenile offenders should be tried and punished  as adults. The proposed project will investigate this issue by reviewing the literature, including empirical studies, which pertain to this topic. In so doing, the project will explore what  is known about such factors as the effect that trying juveniles as adults has had on crime rates, as well as the effect that the tougher, longer sentences of the  adult judicial system has had on juvenile recidivism and lives of parolees as they attempt to assimilate into their communities after serving their sentences. In order to explore this subject  and its ramifications, the project will entail consulting scholarly literature that has been published within the last five years, providing summation and analysis before drawing conclusions from this data and  its implications in regards to principal research question, i.e., should juvenile offender be tried and punish as adults?
