    as a contrast of these two presidents. LIBERALISM AND PROGRESSIVISM The spirit of liberalism holds at its heart the development of individual freedom. As the concepts of freedom  change throughout history, so too do the concepts of liberalism. Liberalism seeks to change in order to improve. Assuming that people maintain a rational intellect and have the  ability to recognize and solve problems can often achieve systematic improvement within the human condition. However, there are times when this all-out effort is not always enough to perpetuate  the favorable elements of liberalism. "The rights of man are not...a gift of nature, nor a legacy from past history, but the reward of a struggle against the accident of  birth and against the privileges which history has hitherto transmitted from generation to generation" (Marx, 1978, 40). Karl Marx poses the question that is of interest to each and  every person who inhabits the planet Earth: where is the line drawn between social authority and that which is left up to the individual? In his approach, Marx addresses  the various indications of when society has begun to overstep its defined boundaries to the detriment of the individual, clearly asserting the fact that the need exists for an even  more determinant of limitations when it comes to the intersection of society and the individual. Well-established within Marx stance is the issue of fairness and how individuals often receive  the brunt of social authority without proper warrant. A great number of the people who lived in the United States during the 1920s were the same people who had lived  there during the Progressive Era, a period of change that took place from approximately 1900 to1920. Yet some historians have claimed that Progressive ideals were lost and that those
