    Fayol published his work, which examined management in French mining organizations in 1916 (Jarvis, 2003). Both believed in the power and authority of managers. Fayol talked about centralization and the  chain or line of authority from the top down (Jarvis, 2003). Further, Fayol argued that the work environment should be orderly for employees and each individual need to understand exactly  how their personal role fits into the organization as a whole (Jarvis, 2003). Frederick Taylor focused on the efficiency of the company and his model, which came to  be known as Taylorism, eventually met with controversy with labor leaders who alleged that this method was oppressive and antidemocratic (Lindsey, 1996). Taylor argued that bosses should have more control  over the work. He decided the only way production could be increased was by studying the process of each job in the factory. This required careful observation of workers, analyzing  each and every step they did in terms of energy expanded and time spent on each little component. The results would then be used to decide the best method for  each task. Every worker must be observed with the result being a standard method that the worker would then be required to follow (Foner and Garraty, 1991). Taylors methods were  useful at the time, which is evidenced through the surge in productivity Max Weber studied bureaucracies, which were defined as the hierarchy of authority and the rules within any  organization (Enock, 2002). Weber investigated the types of legitimate authority demonstrated: traditional, charismatic and rational/legal (Enock, 2002). Weber made a point to separate authority and power by saying the power  was the ability to force people to do things while authority was something others accepted (Enock, 2002). People will follow the rules or directions of people they perceive as having
