    However, the images and the reality are not always the same. To examine the force we can use a SWOT analysis. Strengths Miami Beach Police Department is part  of the larger Miami department. This department may be seen as one that is strong on protecting citizens and preventing crime, For example, in November 2004 when with Free Trade  Area of the Americas with attracted many protestors, a harsh zero tolerance model was adopted that prevented any property being damaged. This may have been criticized for constraining free speech,  but was generally seen as a success due to the lack of damage or criminal activity that resulted. This is now referred to as the Miami model" (Getzan, 2005) The  force is also very strong when it comes to other prevention programs, for example, November 2004 was the boat crime prevention moth, other initiatives have been a zero tolerance campaign  for unbuckled children in cars and an ongoing crime prevention tactic with offices advising home owners on how they can improve security (PR Newswire, 1999). The department works in order  to maximise resources, two offers are sent to incidents to increase the chance of catching a perpetrator. The attitude of zero tolerance for many crimes is also supported by measures  such as the provision of a hate crimes telephone hotline and access t the lists of convicted sex offenders and paedophile in the internet, accessible just by area. There is  a high degree of information flow (Miami Beach Police Dept., 2005). The police force also has a high degree of diversity in terms of representation of ethic minorities at 62%  of the force (Miami Beach Police Dept., 2005). There has also been a history of crime levels decreasing, in 2003 the crime was down 9.5% on 2002 and this was
