    A 16 page paper based on a scenario provided by the student. This paper presents solid information and research on motivation in the work place and then relates that information to the case involving a public swimming center. The introduction offers brief background on the problems to be addressed. The paper is then divided into sections that include: how motivation affects performance, including the seven basic strategies for motivation, impact of incentive programs; the limitations of motivation programs; practical application of motivational theory; improving communication; job design as a motivational technique; process for job design; job design techniques; intangible rewards, including the power of acknowledgement; interpersonal influences and a conclusion.     were hired but never fulfilled. Employees hired at the same time but who work in the Sports Centre, where management is located, have received raises and promotions. Employees at the  Swimming Centre feel they are out of sight and out of mind of the top management. This is a valid feeling based on the evidence. The District Council wants to  reduce costs at the Swimming Centre by 20 percent. The major expense is staff. There are 16 staff members plus the manager. If staff were reduced, it would mean eliminating  3.2 positions. The Swimming Centres personnel are already overworked. Rather than reducing staff or focusing on any kind of cost reduction, it would be wiser at this time to increase  employee performance and also explore the potential of increasing revenue. That is the course that is recommended. The following report is a theoretical treatise on the subject of motivation and  how this factor impacts performance. Following the explanation of theoretical discussions, specific recommendations are made for this organization. This consultant believes that if the Council understands the issue of motivation  and how the lack of it is affecting employees, changes can be made that will not only improve morale and performance but also revenues. A cost containment or reduction may  not be needed. Motivation and How it Affects Performance One of the accepted premises in organizational development is that a motivated empowered workforce is one of the essential factors  in gaining a competitive advantage (Corsun and Enz, 1999). Motivation is the key to greater employee performance and it is up to the manager to motivate employees. Certainly, very few  people would argue that employees who are not motivated "have less energy, are more likely to resist change, and less likely to suggest needed improvements or take that extra step
