    Department of Education is some 24 billion dollars, which is distributed on the basis of need, with those schools with a higher demographic of students living in poverty receiving a  greater share of funding. For instance, schools where more than 40% of the students are on free or reduced lunch programs automatically qualify for Title I funding, which is an  additional federal stipend meant to facilitate empowerment programs for such students. NYCDOE This study will look at the school system in New York as being divided  into two broad categories, schools in New York City, and schools from a sampling of other major cities outside of New York City. As for New York City itself, the  following data is obtained from calculating the total number of schools in the Five Boroughs: the Bronx, Brooklyn, Manhattan, Queens, and Staten Island. The number of elementary schools in New  York City is roughly 722, while there are some 570 middle schools, and 408 high schools (New York City Department of Education, 2012). This makes New York Citys educational system  one of the largest in the world. NYS Department of Education As for the rest of New York, there are some 2517 elementary schools, 667 middle schools, and  855 high schools (New York State Department of Education, 2012).. This total of nearly 4000 schools makes the New York state school system the largest in the country, and poses  a unique problem for funding. How can a budget be fairly divided among so many schools? Funding According to the US Census Bureau, the following statistics represent  the average amount of funding that goes to each student on an annual basis in each of several major areas of New York State: in New York City, students receive
