    results from a "tone" set by senior management. The CEO often is attributed with the success or failure of a large corporation. As example, Southwest Airlines Herb Kelleher  and GEs Jack Welch still stand as two of Americas most admired CEOs, even though they both are retired now. In contrast, a moment of weakness in personal finance  matters has caused Martha Stewarts company to suffer loss of nearly half its market capitalization. It is personal moral conviction that brings managers  even to formulate a list of options in any given situation. Though they may seek to remain detached from the situation and not allow their personal values to enter  into their ultimate decision, those values will be present nonetheless, if only by virtue of the fact that their moral fiber will not allow them to consider some actions as  possible alternatives. The purpose here is to review the manner in which upper management establishes and pursues the culture that it wishes to  establish within the organization. If the decision and supporting actions are not deliberate, a negative culture can emerge. Because organizational culture is integral to organizational behavior (George and  Jones, 2001), it is concept that needs to be assessed and formulated as a conscious effort. Real-World Examples  It has been said by some that personal values should play no part in business decisions, that managers should work the will of the company only and  leave their personal views outside of work. Others, however, hold that whole individuals cannot compartmentalize themselves in such a manner, that personal views and beliefs will in some manner
