This paper will present the source, hypothesis, the technique used, as well as observations and conclusions as provided  by the article. THE REVIEW The student will want to follow the example as provided by first stating the source of the information contained herein. This review is  made on a research article entitled "Measuring the Effect of Arbitration on Wage Levels: The Case of Police Officers." This article was found in the January 2001 issue of  Industrial and Labor Relations Review, Volume 54 Issue 2, pages 316(13). The purpose of the study was to see if and how arbitration statutes affected the salaries of police officers.  The authors used two data sources in compiling this data. Using both panel data on state level wages as well as individual level data and looking at this  information for a number of different years, the authors wanted to discover the effects arbitration might have on the wages of police officers. The student should review the article in  order to determine the actual hypothesis of the authors. This model paper will take the stance that the authors hypothesis was to prove that there is no affect on  officers salaries in the event of arbitration. The study is expected to prove that wages and salaries that are negotiated are compatible with those wages and salaries that are  arbitrated. The reason this study was done was because it had never been fully studied before as extensively and across several states as done in this study.  A second hypothesis was that arbitration would tend to reduce the dispersion in outcomes. In other words, that arbitrators will lean toward settling disputes based on the expected outcome
