that of Waltz with his idea of Structural Realism. In this paradigm it is hypothesised that that when constraints are placed on a
government or administration are similar in structure they will result in similar behaviour in those states. In this it is the structure that makes up the unit parts that make
up the system. There are two major factors to Waltzs theory. Structure and relative gains. In considering structure there may be the
anarchy and the self help (Waltz, 1979). If there are no constraints present in a government, such as the prevention the use of force, or controls on when force
could be used, the individual would need to be able to rely upon themselves, and not the state, to protect themselves (Waltz, 1979).
The distribution of the power can also be seen as relative to the relative capabilities. There is also a need for the state to take at least some basis
survival measures, to provide protection for the members if the state (Waltz, 1979). In reality no state actually want to have to do this, but in reality, it is
a necessity as the system structures force the state into this position (Waltz, 1979). When we look at the state itself it is the structure that is
the determinant of the outcomes, not the characteristics of the states. The structure of a state can limit the way a state can co-operate or specialise, and the way in
